What's new?

- Tutorial-style getting started documentation as Jupyter notebooks
- Removed ``gammapy.regions`` and have switched to the move complete
  and powerful `regions <https://astropy-regions.readthedocs.io/en/stable/>`__ package
  (planned to be added to the Astropy core within the next year).
- ``gammapy.spectrum`` - Many 1-dimensional spectrum analysis improvements (e.g. spectral point computation)
- ``gammapy.image`` - Many ``SkyImage`` improvements, adaptive ring background estimation, asmooth algorithm
- ``gammapy.detect`` - CWT and TS map improvements
- ``gammapy.time`` - A lightcurve class and variability test
- ``gammapy.irf`` - Many improvements to IRF classes, especially the PSF classes.
- Many improved tests and test coverage
