Compute Li & Ma significance and flux images for known background.

Parameters:	counts : `WcsNDMap` Counts image background : `WcsNDMap` Background image kernel : `astropy.convolution.Kernel2D` Convolution kernel
Returns:	images : dict Dictionary containing result maps Keys are: significance, counts, background and excess
